Those were quotes from a couple different sites. Basically, I suggest not bothering with it. I don't know what you mean when you say that you "saw it on some game" but it is an advanced World Editor. It can be downloaded from most of the Tools sites like thehelper.net and hiveworkshop.com

Oh all right.. Another question. How do you make the food cap go higher without having to make it a tft map? (Specifically 150)

Can't technically increase food cap for a Reign of Chaos map. You can get around it though, for instance make the food for some of the units less than normal.

Vamp {RoC} 1.0d made by SkuLl09 has 250 food cap though.. So I think it's possible. And some other games too

Well you can do what I do. You can increase it using the TFT world editor and then learn how to transfer the files manually to make it into a ROC map. Then you will be able to use TFT things inside a ROC map. Some maps that use this process or something very similar to it are: Elite Snipers RoC, HLW RoC, and some of the RoC vamp maps.

If you are going to use, WEU then note that when blizzard makes a patch, it can effect the triggers/functions in your map. (from past experience)
